The £250m Coventry & Warwickshire Gateway development has been awarded planning permission by local councillors.
Warwickshire district councillors approved the 4.7m sq ft manufacturing and distribution park, due to be built on green belt land, by a vote of seven to three.
The scheme has been plagued by vocal local opposition, with a December planning meeting deferring a decision.
Coventry city council had previously approved part of the plan.
It will now be referred to the Secretary of State Eric Pickles, who will decide whether to call it in.
The giant scheme is backed by Sir Peter Rigby, IT entrepreneur and owner of nearby Coventry Airport.
Rigby is also chairman of the Coventry and Warwickshire Local Enterprise Partnership.
