Scarborough Developments’ £400m Thorpe Park retail scheme has been granted full planning approval despite a last-minute objection by rival developer Hammerson.
Hammerson, the REIT behind Leeds’ landmark Victoria Gate project, raised objections on the grounds of the impact the new Thorpe Park retail centre would have on its own scheme.
A planning consultant acting on behalf of Hammerson, Victoria Gate tenant John Lewis, Aviva and the Crown Estate, had objected to Thorpe Park in principle and sought specific concessions from the council.
These included delaying occupation at Thorpe Park until phase 1 of Victoria Gate had been completed and had traded for one year.
Other objections covered the provision of small retail units at Thorpe Park, with concern over the scheme’s potential for a “one-stop” retail destination.
However, in a new report considered by the council, it was decided that these amendments would adversely affect Thorpe Park’s ability to deliver benefits to the public, though a number of other points were agreed.
Leeds city council executive member for neighbourhoods and planning Peter Gruen said the Thorpe Park project would represent “a fantastic boost in terms of jobs, the economy and regeneration for east Leeds”.
The application is now to be referred to secretary of state Eric Pickles for approval.
