Enfield council is planning a compulsory purchase order for the £150m regeneration of the Alma Estate.
The council has approved the preparation of a CPO that would allow it to buy properties if it cannot reach settlements with leaseholders on the Ponders End housing project.
Some 35 of the 170 residential leases have been bought to date, and a further 15 offers have been accepted.
Enfield council selected Countryside Properties as the preferred developer last October. The 717 homes will be replaced with 800 flats in a range of tenures.
