English Cities Fund has submitted outline plans for the regeneration of Millbay in Plymouth.
It will update and replace the current masterplan, which was given the green light in 2008.
The plan would result in the construction of 600 homes, new commercial space and the creation of leisure and cultural space, focused around the Victorian docks in the area.
It follows a two-day consultation held in May with the local community and businesses.
English Cities Fund is a public-private regeneration partnership involving the Homes and Communities Agency, Muse Developments and Legal & General.
