When the European Central Bank finally moves its 2600 staff into its new headquarters this month, not all of them will have a desk.
Project overruns, rising costs and the changing mandate of the ECB has led to the 45-storey building being three years late, costing €1.2bn instead of €850m, and many staff will have to stay in the old Eurotower offices.
