An influential think tank has said that government reforms have made stamp duty into a bad tax, whereas before it had been a ‘very bad tax’.
The Institute for Fiscal Studies has said that while the changes were of the better, it would leave the system largely intact. It advocates scrapping the system in favour of a housing services tax and a land value tax.
