St Modwen’s proposals to transform Wigan Enterprise Park into a 325-home estate have been rejected by Wigan council.
St Modwen is now expected to appeal the decision, with an inquiry likely in the spring.
The 32-acre park would see 80% of its land changed to housing space under the plan.
