Plans by Aviva for a 435,960 sq ft office tower at 130 Fenchurch Street, EC3, have been recommended for approval.
The recommendation by City of London Corporation planners, comes ahead of a 24 February decision meeting.
Farshid Moussavi-designed plans for Aviva Life and Pensions UK comprise a 17-storey property, also including retail. It is opposite the Walkie Talkie scheme at 20 Fenchurch Street.
GVA is advising on planning.
