Manchester city council chief executive Sir Howard Bernstein is urging the government to allow it and other regional councils to set stamp duty rates.
Bernstein talked about the commitment to fiscal devolution, and said that, as well as keeping more of their revenue, councils should be allowed more room for experiment on taxes.
Bernstein urged that stamp duty setting be delegated to see if that would make the system more responsive to the different regions.
