Knight Dragon has submitted revised plans for Greenwich Peninsula which include 35 towers of 30 storeys or more.
The developer, owned by Hong Kong billionaire Henry Cheng, is seeking permission to build as many as 12,678 homes and 220 serviced flats on the site next to the O2 Arena.
The new scheme reflects a significant increase on the 2004 masterplan for the SE10 site, which envisaged 10,000 homes.
The revised scheme also includes more than 250,000 sq ft of shops, bars and restaurants, 640,000 sq ft of offices and a 500-bedroom hotel.
