An 11-year low in the number of houses being offered for sale means 11 possible buyers for each house, figures from the National Association of Estate Agents showed.
The average number of properties for sale per estate agency branch fell to 38 in August, down from 55 in July.
First-time buyers continue to be hit hardest, accounting for just one in five sales, the lowest level since July 2014.
