Christian Candy has lost an appeal to reduce an affordable housing payment on a residential development near Tower Bridge, in London.
Sugar Quay Holdings plans to build 165 luxury homes on the site, formerly the offices of Tate & Lyle.
The City of London council imposed a £15m affordable housing payment, which Sugar Quay sought to reduce to £11.2m. However, the appeal was dismissed by the planning inspector.
