Residential developer HUB has submitted plans for 239 homes at its redevelopment of Chesterfield House, HA9.
The site was purchased last year in partnership with Bridges Ventures.
The plans, designed by Maccreanor Lavington Architects, include two towers of 26 and 21 storeys, alongside a new community centre and public realm.
The 21-storey north block will be entirely affordable housing, with 103 flats offered at discount market rent, 43% of the total units being built. The remaining units will be offered for market sale.
Steve Sanham, development director at HUB, said: “Our plans will see Chesterfield House become a new local landmark in a changing Wembley.”
