Holloway will be among the prisons that will be closed and sold off to make way for new homes.
Brixton, Pentonville and Reading prisons will also close. They will be replaced by nine new prisons – five of which will be built over the next five years – offering more humane conditions.
Redevelopment of the sites where prisons have been closed will provide 3,000 new homes.
