Mayor of London Boris Johnson has deferred his decision on Bishopsgate Goodsyard, E1, after Hammerson and Ballymore requested more time to respond to concerns raised by GLA planners.
The £800m scheme, which was due to be considered on Monday, is now likely to be considered by the next mayor of London after the election on 5 May.
It comes after a GLA report published on 8 April recommended that the mayor reject the planning application, saying the density, height, massing and layout of the site were not appropriate for the site because they would block sunlight and harm heritage sites.
The report also cited a design concern over the proposed Phoenix Street development becoming a “magnet for anti-social behaviour”.
On Monday DP9, which is advising Hammerson and Ballymore on planning, sent a letter to the mayor asking him to defer his decision on the scheme to give them time to address the concerns raised in the GLA report.
Johnson responded the following day with a letter agreeing to defer the hearing.
His final planning decisions as mayor will now be Far East Consoritum’s Alpha Square, E14, and Northern & Shell Investments No 2’s Westferry Printworks, E14. A public hearing for the two schemes is due to take place on 27 April.
