Cargiant reveals Old Oak Common masterplan

A residential tower that would be the tallest in west London has been proposed for Cargiant and London & Regional Properties’ £5bn redevelopment of its site at Old Oak Common, W3.

A 45-storey residential tower is at the heart of new plans for the 46-acre site, which also feature the retention of a 1940s Rolls-Royce factory and new canal basin off the Grand Union canal.

The masterplan, which has been released ahead of a public consultation, also shows 6,500 new “homes for Londoners”, revised down from earlier proposals for 9,000 and then 7,000.

Cargiant and London & Regional said the lower housing target reflected their desire to prioritise the quality of the public realm and retain the Rolls-Royce building. The development partners have not yet specified the proportion of affordable housing.

Last week mayor of London Sadiq Khan announced a review of the entire 25,500-home Old Oak Common project owing to concerns about levels of affordable housing.

The Old Oak and Park Royal Development Corporation will decide next week on the first planning application for the area: housing association Genesis and Queen Park Ranger Football Club’s plans for a 600-home development with 40% affordable housing.

Commercial space totalling 1m sq ft will include flexible offices targeting small and medium-sized companies and start-ups, with dedicated training and education initiatives in place to help local people access jobs.

The scheme includes a 500,000 sq ft new cultural quarter anchored by a famous cultural institution with education facilities and an outreach programme for schools and the local community.

A new 82 ft-wide high street connecting Harlesden and Willesden Junction station with the new Overground station at Old Oak Park is also proposed. The street will continue over the canal to Old Oak Common station and Wormwood Scrubs.
