Home sales only after energy efficiency upgrades

Homes would have to meet energy-efficiency standards before they could be sold, under proposals by Conservative think-tank Bright Blue.

The government urgently needs to take steps to incentivise improvements to households’ energy consumption, the think-tank says.

Help-to-improve loans and ISAs could be introduced to help households finance the improvements.
