Alstom plans to invest an initial £20m to build a plant at a 30-acre site in Widnes, Cheshire.
The plant will modernise Pendolino trains on the west coast mainline, but could potentially build new rolling stock if the company wins contracts to supply trains for HS2 or the London Underground.
The site is expected to be ready next year.
