An eight-week consultation on proposals to ban letting agents from charging tenants fees began on Friday.
The plans also recommend capping rental deposits and creating a new enforcement body. The changes apply to England.
Tenants should only be required to pay their rent alongside a refundable deposit and not face hidden fees, housing minister Gavin Barwell said.
