Khan starts hunt for 30-strong public land delivery panel

London mayor Sadiq Khan has started the hunt for 30 developers to sit on a procurement panel to bring forward public land in London.

The procurement process for a London Development Panel aims to create a framework public sector landowners can use when they wish sell land, and replaces the existing panel which expires in May.

The GLA said it will particularly look at finding experts in multi-phase and rental developments. There were no specialist rental developers on the previous framework.

James Murray, deputy mayor for housing and residential development, said: “The mayor has been very clear that significantly increasing the supply of genuinely affordable homes is a top priority, and that speeding up development on public land would be central to these efforts.

“To help us achieve that, the new London Development Panel will gather together a pool of the capital’s expertise in this area to identify and develop suitable sites across the city.”

The procurement process will be open to all and bids and launched in early May through the TfL procurement portal.

The GLA said the panel will save time and money on a full procurement process and enable early market testing to reduce the risk associated with a development.

The final panel is set to be announced towards to the end of the year.

The current London Development Panel expires on 9 May 2017 and consists of 25 companies. According to the GLA’s website, the panel “has proved successful in procuring development and construction partners for a wide variety of public sites of various scales across London”.
