The prime minister is promising a boost to social housing, with the government providing funding to councils and housing associations for construction of new houses and further support to come from the Homes and Communities Agency.
The program will require a number of the homes to be sold after a set period of 10 to 15 years, with existing tenants having first right to buy. Gains in the value of land and housing would be reinvested in new social housing.
Changes in compulsory purchase rules will enable councils to assemble parcels of land.
