Campaigners are calling for changes to legislation to allow local authorities and other public bodies to buy land more cheaply, in turn funding more housebuilding.
Shelter thinks land value capture is essential to solving the housing crisis, its senior policy officer, Rose Grayston, said.
The housing charity estimates local authorities could have £87bn to invest in housebuilding and infrastructure during the current parliament if they were able to benefit fully from land value capture.
