Havering Council and Wates plan £1bn Romford regen

Havering Council and joint venture partner Wates have revealed further plans for their multi-estate, £1bn regeneration project in Romford, east London.

The pair plan to build around 3,000 homes across 12 separate council estates over a development timeline of around 10 years.

The largest and most prominent estate is the Waterloo Road estate, for which pre-application discussions go before Havering’s planning committee tomorrow, 4 July, in preparation of the submission of an application.

The site lies directly to the west of the town centre, and just 300 metres from the train station, where services from Romford on the new Elizabeth line are due to start operating in December 2019.

Some 1,400 homes, of which 38% will be affordable, are planned at the Waterloo Road scheme, which is to include towers of up to 20 storeys. All 287 homes currently on the site will be demolished.

Wates was picked as joint venture development partner in March, after an 18-month consultation exercise. The council will receive £33m in grant money from the GLA. 

Once complete, the scheme will double the amount of affordable housing across the 12 sites.

Conran & Partners is the architect for the Waterloo Road scheme with JTP and BDP also handed roles on the first phase, which comprises three estates in total. The other estates are Napier & New Plymouth and Solar, Serena & Sunrise.
