Southend Borough Council is set to approve Swan Housing Association as its preferred bidder for the £300m Queensway regeneration in Essex.
Councillors will discuss the recommendation on 12 February and approve the joint venture. Swan will work with the council to deliver 1,600 homes, of which more than 500 will be affordable.
The procurement for the development was launched in March 2018. The contract will be awarded in spring, pending approval from Swan’s board, the council’s cabinet and the full council on 21 February.
John Synnuck, chief executive of Swan Housing Association, said Swan would seek to work with residents, local stakeholders and the council “to transform Queensway from an isolated, and ageing estate into a thriving community right in the centre of Southend”.
James Courtenay, council cabinet member for growth, said: “Better Queensway is the biggest regeneration project we are undertaking in a generation and will seek to transform this vital area right in the centre of our town.
“This is really just the beginning and there is much more work to be done. We are now collectively focused on the next stages, including contract award and then working with all range of stakeholders, including residents and businesses to prepare a masterplan for submission for planning approval.”
Swan Housing Association owns and manages more than 11,000 homes in Essex and east London and has a target to deliver an additional 10,000 homes by 2027.
