The National Audit Office has found that 30% of military family accommodation is awaiting disposal, modernisation or demolition.
Nearly 25% were empty last year and the proportion is rising, costing the Ministry of Defence (MoD) £39m in lost rent and maintenance a year.
Annington Homes owns most of the properties which it leases to the MoD.
