Berkeley Homes has submitted a major residential-led application to Newham Council for 3,800 new homes.
The former Parcel Force depot on Stephenson Street, E16, was acquired from the GLA.
Phase 1 will provide 1,020 new homes. Across the scheme 35% of the homes will be affordable, and a third for the private rental market.
A linear park runs through the site to link up with the adjoining gas holders site, now under the ownership of Berkeley subsidiary St William.
Berkeley was chosen by the GLA from a shortlist of four developers in November 2015, through the London Development Panel procurement process.
