90% of local authorities to increase council tax

Some 90% of local authorities are planning to increase council tax next month, while only 22 out of the total 353 will leave levels unchanged. East Hampshire is alone in planning to cut the tax. Some areas face increases of 5% as councils take advantage of an option for an extra 3% rise to be ringfenced for social care.
