A tale of three cities

Plans to mark the millennium by promoting a town to city status has been delayed because of feuding among Cabinet ministers.

Ministers are arguing over a proposal to create three instead of one city.

English front-runners are believed to be Wolverhampton, Brighton and Hove and Swindon, with Inverness favourite for Scotland.
