Nearly a third of privately rented homes do not meet the national decent homes standard, according to analysis by The Independent.
Some 795,000 privately rented homes have Category 1 safety hazards, which could range from unsafe boilers, exposed wiring and vermin infestation.
Nearly a million such properties are in a state of substantial disrepair.
