Developers are not delivering on agreements to provide affordable homes, according to a dossier compiled by the 35% Campaign and sent to the local government ombudsman.
The dossier identifies 46 London developments where this may have been the case.
The ombudsman last year noted a failure to monitor the provision of affordable homes.
