Companies have refused to bid to take over Brixton prison in South London in a serious setback for the Prison Service.
Companies have been deterred by fears that the prison would require a huge refurbishment programme, although it is not believed that the prison would need to be completely rebuilt. Many of the prison buildings are at least 100 years old.
