Avon gets consent for 17-storey Bristol PBSA scheme

Avon Capital Estates has gained planning permission to redevelop an industrial site in Bristol into a 17-storey purpose-built student accommodation scheme.

The site is located 300m from Bristol University’s £500m Temple Quarter Enterprise Campus.

The proposed development will provide 454 bedrooms and 1,067 sq ft of commercial space.

Designed by Bristol architect AHMM, the scheme is targeting BREEAM Excellent and will feature a cruciform design, comprising four wings.

The developer secured approval 14 months after submitting its proposals. It is in talks with main contractors and targeting occupation in 2027.

Ashley Whittome, managing partner of Avon Capital Estates, said: “Avon Capital Estates has been a long-term investor in Bristol and strongly supports the ambitious new Enterprise Campus development as well as the wider regeneration in Temple Quarter.

“We are proud of the consent that we have secured: in addition to providing much-needed student beds, it delivers jobs and considerable enhancements to public realm.”

AHMM director Cormac Farrelly said: “We have designed a scheme we believe will set the bar for all the development to follow in this area. As one of the very first proposals in this part of the wider Temple Quarter area, we want the development to be a catalyst for high-quality regeneration.”

According to Cushman & Wakefield, Bristol is one of the most undersupplied PBSA markets with the highest student-to-bed ratios among Russell Group cities, at 2.9:1, and the third highest in the UK, highlighting a chronic lack of supply.

The city’s student population has increased by 14,960 during the past five years, but only 1,932 PBSA beds were completed during the same period.

Avon’s advisers on the scheme included Deeley Freed, Rapleys and Cushman & Wakefield.
