Advantage West Midlands (AWM) has drawn up plans for its flagship £67m i54 development on the outskirts of Wolverhampton.
The RDA owns the heavily-contaminated 220-acre site near the M54, with South Staffordshire Council.
Outline consent is now being sought from the local authority and Wolverhampton City Council.
AWM’s Black Country director, David Blake, said the agency hoped to anchor the scheme with a single company taking 135,000 sq metres of space.
“It has been designated for hi-tech business uses, but will also include offices, a four-star hotel and space for SMEs and start-ups,” he said.
Remediation work is underway, and detailed consent is now being sought for further site preparation works.
Blake said the original plans had been amended following consultation with residents and the business community.
The biggest changes are to the motorway access road, and the siting of the proposed industrial space.
Blake predicted that i54 would employ some 6,000 people when fully completed, although that it is not targeted until 2020.
