Berkley Homes and Land Securities are expected to form a £160m limited partnership for the ownership of a mixed-use development in Portsmouth, Hampshire.
They plan to develop the site into a discount shopping facility.
Gunwharf Quays will also include 312 homes and apartments and speculatively constructed offices on 13.36ha (33 acres) of former Admiralty land.
