Union leaders urged BMW to give a firm commitment to the Longbridge Rover plant near Birmingham in return for agreement on cost and job reduction plans.
Peter Mandelson, trade & industry secretary, hinted the government could stump up more state aid for the factory.
Rover is said to want up to £200m towards a £1.75bn investment at Longbridge to produce new models.
