Brighton and Hove is the bookmakers’ favourite to be elevated to the status of city by the queen in the new millennium.
William Hill has identified the other favourites as Luton, Reading, Milton Keynes and Guildford among the 39 town vying for the new recognition.
The queen is expected to make an announcement early in the new year.
