Brighton and Hove council is to ask the government for permission to halt the policy that allows council house tenants to buy their homes.
The chairman of the housing committee, Bill Randall, said that of the 6,000 homes purchased under the scheme, over 1,000 were being used for private rental.
If the council is successful in its bid, it would be the first council to be granted such an exemption. The council also plans to ask the government for extra funding to help council tenants to move into new private housing.
