Cambridge has taken top spot in Grant Thornton’s vibrant economy index.
Oxford came in second, followed by Richmond upon Thames in third place.
The index measures a range of factors. A focus on improving economic performance did not always translate into creating a healthy, happy place to live, the firm said.
