Capital & Centric sheds light on Wigan’s civic centre designs

A planned overhaul of Wigan’s former civic centre has picked up pace as Capital & Centric, working in partnership with Wigan Council and supported by UKSPF, unveiled designs for the scheme.

The team behind the project has been tasked to turn the 1970s building into one of the Greater Manchester town’s most sustainable workplaces. The council approved the conversion in January. 

The development, designed by shedkm, is set to feature high-efficiency lighting, electric vehicle charging points, cycle storage, gardens and planting.

Facilities will include a gym, mini cinema, roof terrace, coffee shop and seating along Millgate.

John Moffat, joint managing director at Capital & Centric, said: “We are not relying on the carbon savings when compared to the alternative, we are reducing the operating emissions by about 40% and packing the building with smart technology to further reduce energy consumption.”

The scheme, named Civic, is aiming to achieve EPC A and BREEAM Excellent ratings. 

Enabling works have been carried out, with construction set to start next month and completion due in early summer 2025.

Aidan Thatcher, director of place at Wigan Council, said: “This is an innovative project to restore an old building, give it a renewed purpose and ensure it is fit for the future.

“There are lots of exciting projects taking place in Wigan town centre at the moment as part of our strategic regeneration framework, including the redevelopment of the Galleries, Wigan Pier and Eckersley Mills. Together these projects will help support the regeneration of Wigan into a place where people choose to live, work, visit and invest.”
