A business plan for a new 30,000-seat football stadium for Cardiff City has been recommended for approval.
The report by council officers will now be considered and voted on by the council in December.
Work on the £38m stadium, in Leckwith, could now be able to start in March next year.
The development will include a new athletics stadium. The neighbouring Leckwith sports stadium will be flattened to make way for more than 300,000 sq ft of retail space.
The plan also contains the provision that, should Cardiff City reach the Premiership, the club will contribute £250,000 a year to a sports academy.
Ninian Park, the club’s existing ground, will be developed for housing.
