Railtrack has asked the government for more investment in capital projects.
This has raised doubts over £3.5bn funding needed for the second phase of the Channel Tunnel rail link.
Delays in improvements to the West Coast mainline and Thameslink 2000 have raised concerns Railtrack will be unable to meet its commitments to high profile projects. Costs on these projects have also escalated.
