Planning chiefs have thrown out four applications for 317 homes on greenfield land in Tattenhall, Cheshire.
Cheshire West and Chester’s planning committee overturned the advice of officers who had recommended approval of the schemes.
The applications, all of which sought outline planning permission, included a 110-home development by Taylor Wimpey and 70 homes by Redrow Homes North West.
The committee said that the adverse impact of the proposed developments on the landscape, character and appearance of the village and surrounding area outweighed the benefits.
The committee agreed a motion asking the secretary of state to personally determine any appeals that may be lodged against its refusal to grant permission.
However, the council did support a recommendation to approve the redevelopment of the Oak Room site to provide 31 homes, pub, shop and post office.
