China’s Pharmaron adds 400,000 sq ft to Liverpool campus

Beijing-based Pharmaron Biologics has lodged plans to add more than 400,000 sq ft of research and development space to its site in Speke, Liverpool, to create a new life sciences campus.

The life sciences R&D service provider bought the 10.8-acre Estuary Banks site from AbbVie last year, as part of its $118.7m (£96.5m) deal to acquire Allergan Biologics. At the time, it said the site would support its aims to build an integrated cell and gene therapy services platform.

According to plans filed with Liverpool Council, the Hong Kong-listed company is planning to build a three to four-storey R&D lab and manufacturing facility measuring 210,000 sq ft, which will sit close to an existing biomanufacturing facility.

It is also seeking to build a commercial warehouse and offices, extend the west wing laboratory and improve on-site amenities, infrastructure and parking.

The project will be developed in three phases. The first will see the construction of the GMP production building and development labs, as well as associated surface carparking and service yard.

Under the second phase, the company is looking to build a multi-storey car park of 350-400 spaces. The final phase will see construction of the warehouse and offices aspect, which will consolidate its operations from a remote site on Leeward Drive.

If the plans for the first phase are approved, works are expected to start in September, with completion planned in June 2024. The entire project is slated to finish in 2026.

Estuary Banks is a science and technology campus near Speke Airport and the Speke Garston area of Liverpool. A large part of the site was formerly a national biotechnology centre built in 2003, before it became an R&D biotech facility under previous owner Allergan.

WHP Engineering has been appointed to design the project.
