Civil engineers have condemned the state of transport and urban infrastructure which they say is damaging business and undermining living standards.
The state of the nation report, by the Institution of Civil Engineers and New Civil Engineer magazine, awarded the road network and urban regeneration a grade C but local transport got a D+.
The report said the improvement of local transport was one of the most pressing infrastructure issues.
