Cornwall council is considering the compulsory purchase of homes as a way of tackling pollution hotspots.
The proposal would be cheaper than building bypasses to divert traffic away from the pollution hotspots.
The council said the measure would be controversial and used only as a last resort, but noted it was obliged to tackle pollution and the measure might be the only affordable option.
