Police stations, churches and council offices will be converted into new schools in some authorities to ease pressure on primaries.
Up to a third of councils are preparing emergency measures, including erecting mobile classrooms because of a shortage of primary school places. Brent council, in north-west London, has adjoined a former community centre to an existing primary school. Barking and Dagenham council has built temporary classrooms on car parks and green space and converted an office block into a school. A growing number of local politicians argue building new schools would prove a waste of money if birth rates fall again.
