Rover will not have to pay rates at its Longbridge plant for the next three years if the site wins a reprieve.
The waiver, worth £4m a year, is dependent on Rover’s parent BMW agreeing to invest £1.7bn in building new facilities on the site rather than opting for an alternative in Hungary.
It also depends on the UK government coming through with aid.
