Central Bedfordshire council is to issue an order requiring the owner of Random House, a bungalow close to Luton, to undo changes made to the property.
Syed Raza Shah extended the property, converting it into three storeys. Shah described the building as having been an eyesore when he bought it.
A planning inspector said the extension harmed the area’s landscape character.
