The Planning Inspectorate will allow Kensington and Chelsea to ban multistorey basements under new guidelines to be adopted in January.
Single level basements will continue to be allowed, but the area they can take up under a garden will be reduced from 85% to 50%.
The council has seen planning applications for basements rise to 450 in 2013 from 46 in 2001.
