Birmingham City Council and surrounding authorities are pulling out of the government’s transport plan to charge firms and motorists hundreds of pounds a year for each parking space.
They blamed the complexity of the system. Dudley, Wolverhampton, Walsall and Sandwell have also opted against the plan. Ministers want to raise £2.7bn including road tolls, to contribute to transport projects.
Nottingham, Reading, Chester, Manchester, Milton Keynes and Cambridge are leading moves to impose the parking fees.
